Casper promotes Kat’s Halloween party with the promise of real ghosts, but the union forbids scaring on Happy Halloween. When snobby Amber won’t invite Casper and Kat to her Halloween party, Casper and Kat retaliates by inviting the whole school to Kat’s house for an even better party, featuring real live…er dead ghosts. But Casper’s forgotten one thing – per the Spookster’s Union ghosts are NOT ALLOWED to scare on Halloween (too many amateurs). Now it’s up to Kat to petrify her Halloween party goers.
