Isabel Neves is a major character in the 2023 film Fast X. She is Brazilian street racer and the younger sister of Elena Neves. After Elena's death, she spent most of her time believing that she should've been the sister to die as Elena was a kind soul who wanted to help everyone. She met Dominic Toretto when he returned to Rio de Janeiro looking for information on Dante Reyes.

Isabel was born as the second child to unknown parents, and the younger sister of Elena Neves. The two were strikingly different people with Elena being the sister who helped people and everyone loved. While Elena joined the police force after her husband's murder, Isabel became interested in cars and joined the Brazilian street racing scene, becoming a proficient street racer.
In 2017, her sister was executed by Connor Rhodes under the orders of Cipher, a cyberterrorist who kidnapped Elena following the birth of her son. Following Elena's death, Isabel kept most of the police records and research on the Reyes family.

Isabel Neves has a coolheaded and carefree personality, which is sustained from her passion for cars, which culminating in her joining the Brazilian street racing scene. She is a good person at heart who loved her sister Elena Neves and treated her fellow racers with respect. However, Isabel suffered from self-doubt and guilt, especially in the wake of Elena's death as believed herself to be inferior to Elena.
While she was initially distant towards Dominic Toretto, she bonded with him after he saved her life and gave him information on the Reyes family. She is also honest and straightforward when she openly admitted that Elena was the better sibling. She is also very confident in her driving skills, claiming that she could have won the race against Dominic if Dante Reyes hadn't rigged it to kill her in a bombing.

Having spent most of her youth participating in street races has made her feel confident enough to compete in a race against Dominic Toretto, an elite street racer, even telling him that she could've won the race if Dante hadn't used those bombs to kill her and Diogo.
