Cipher is the main antagonist of The Fate of the Furious, the overreaching antagonist of F9: The Fast Saga and a major character in Fast X. She is a manipulative cyber-terrorist intent on world domination, which she plans to accomplish by igniting World War III via a Russian nuclear submarine. She becomes the archenemy of Dominic Toretto after kidnapping his infant son and forcing his compliance by having her right-hand Connor Rhodes murder Dom's previous fling Elena Neves.
